Help Upgrade from 3.02OE-A to 3.02OE-B

Hi there i upgraded from 1.50 to 3.020E-A then formatted my memory stick then after format i am trying to update my psp to 3.020E-B and i keep getting Error 80020148 The Game could not be started also 1 thing when i got to PSP/Game i do not see GAME150 folder at the moment the Game folder is empty but as soon as i add teh files ands upgrade it does not work could someone plse help me with where i am going wrong and how i can upgrade as i would like to get to 3.03A also wondering if i can skip 3.020e-B and upgrad eto the 3.03 from 3.020e-A version.Thanks for the help in advance BTW i have a TA-082 MB and downgraded from 2.71 to 1.50 and then upgrade to 3.020e-A now stuck cannot upgrade to 3.02 0E-B please help
