can't open the the easy 3.03 OE installer

after it finishes download i try to open it but it pops up a mini window sayint that the application failed to initialize properly (0xc0000135). click on OK to terminate the application. after i click it it just close it. i can't open it. how am i gonna change my 3.02OE-B to 3.03OE-A'

i downloaded mine from blackcats and there were 2 folders, i simply put these folders into the game150 folder and ran it from the xmb..
i reccomend this method!
