Can arcade games be downloaded somewhere and transferred to the HDD?

If you download them from xbox live arcade yes... you can also find them at EB Games.

it may be possible if you know what your doing messing around with the hard drive partitions and stuff if you had it on your computer, but i dont know, as i dont mess with mine

I could be wrong, but I heard you can get them via torrents - and I'm assuming Newsgroups as well - and load them onto the hard drive.
