When I try "ping....." or "cmd" in "Run....." from the start menu, this shows up
Can anybody help me resolve this problem?

ping only works from a command console.
If run doesn't want to bring up the console, just look for it under start>all programs, it's in there somewhere.

That's odd, it should just point out the correct syntaxis to use the ping commands..

Nope, this started happening a few days back when this happened Click here

Search your computer for ping.com and delete it.
The vast majority of DOS commands are exe files, so if there's a matching .com file, Windows will try to run that file first. It's usually a leftover from a virus or other form of malware to prevent you from running DOS commands that could eliminate the threat.
Same for:
regedit.com
ping.com
msinfo32.com
etc....

Morph & Fiend: you still got this one, im working with a few others. Can he do a start run regedit? Sounds like somebody turned off some shell extensions.

Yeah, I ran AVG anti virus. Maybe it deleted some important files or something

No single app will pick up everything....try running some ad/spyware apps to see if they pick up anything.

a2 Anti-Malware/Trojan
Windows Defender (though I don't use that one)
Shareware:
Spyware Doctor (very good, picked up some malware that gave the others problems)
