TMPGEnc VFAPI Plug-in settings

I have read a lot of threads on this but no direct answer. I have been using TMPG for a while now and it worked fine. I recently re-formatted my hard drive and after installing TMPGEnc I can't seem to get the VFAPI Plug-in under Environmental Settings in the correct order and priority. I know Direct Show should be on top with a 2 but how about the rest? My current order looks like this:

Directshow 2
AVI VFW 0
AVI2 0
BMP 0
CRI 0
Cyberlink 0
Microsoft 0
Wave 0
TMPGEnc 0
The File 0

It stops responding right when I load the AVI. I think also the codecs are crashing. I have FFDshow loaded, XviD and many others.

Suggestions?
