i have a umd video file and cant figure out how to play it.The file has a UMD_VIDEO folder and a UMD DATA .BIN file.I was wondering if anyone knows how to play these files in 3.03 oe-b or if there is something else that needs to be done to this file to play it.compression of some type?

You need to create an ISO out of the file and folder you have.
Use UMDGenerator to put them together into an ISO.

I've run them through UMDgen and it spits out the same two files in a .rar
file.

You sure its a .rar file ? WinRAR detects ISOs so it may look like a .rar file but is probably an ISO as UMDGen doesnt create .rar files....
