anyone have any clue on how to upgrade a 3.03 to a 3.03 OE-A???

Not possible yet, but there are things you can still do.

You could make a slideshow of all your photos, listen to some N'Sync(Best Boy band ever,lol). You could make a collection of videos and watch them. Surf the internet on your psp looking for ways to downgrade a 3.03(Might take you awhile.) And of course play UMDS, may I recommend Loco Roco.

Get a unpatched GTA LBCS it has a 2.00 update on it go to www.noobez.eu or www.psp-hacks.com or www.qj.net and download the new 3.03 downrgader and the 1.50 eboot and downgrade it was just relesed you just need to have a copy of gta lbcs with the 2.00 update on it and the files and your away (and hope for the best )
