This is from the Us official psp website fw update section, read the part I highlighted:

An update to the PSP® system software was made available on January 30, 2007. If you update your PSP® system, the system software will be version 3.10.

Notices
This update is for customers who own PSP® systems with model number PSP-1001 sold in North America. DO NOT update your PSP® system through this Web site if you purchased your system outside North America. There is no guarantee of proper operation with models sold outside North America. Do not perform updates using any data other than the official update data provided by Sony Computer Entertainment over a network or on disc media, and do not perform updates by methods other than those described in the product documentation or in this site. If an update is performed using data from another source or by another method, there is no guarantee of proper operation and Sony Computer Entertainment will not be responsible for repairs or service under warranty. For customers using PSP® system software version 2.80 or earlier:
PSP® systems with system software version 2.80 or earlier do not correctly recognize high-capacity Memory Stick PRO Duo? with more than 4 GB of free (recordable) memory space. For further details, select here.

so all these bolding actually means that DA's 3.10 oe to be released may not work on all psp due to the fw specificity unless he crack every single 3.10 fw for every model?

No, it's not like that....
I registered to Sony's Official Website and found out t....almost every update has the the same Warning Notice....

So, it may not be a problem for Dark_Alex though....

I wonder the FW 3.10 has what new features...

Really just more support for PSX games (from the PS3 store). That's what all the 3.x updates have really been for so far. And ofcourse they've blocked the new GTA LCS downgrader with 3.10
