Is there an IrShell for 3.03 OE-C?

Just as the Subject says ^^ just wondering if theres an IrShell for 3.03 OE-C? or one that works...I have never used this application be4, but interested in tring it out. ALso is there a non-flash centro that will work with this as well? thanks.

I am running ir shell right now on my 3.03 oe-c the original version works just fine but heres where i got it (use the se-c version)
