converting ARMAX codes

i was wondering if anyone could walk me through the steps needed to convert a armax code from NTSC to PAL,

also does anyone know a way to create a NTSC to PAL video conversion code.

I am looking for codes for the new Final Fantasy XII game but obviously there are no PAL codes available yet, i have the NTSC version but whenever i load it with my PAL ARMAX it attempts to automatically convert it to PAL but sort of leaves me with half a screen.
