Hi I Hope Someone Can Help Me Out I Have A Problem Whenever I Try And Delete A Programe I Open Control Panel, Go To Add/Remove Programes But That Is As Far As It Will Let Me Go Comes Up With Windows Cannot Find 'C:\WINDOWS\system32\rundll32.exe'. Make Sure You Typed The Name Correctly, And Then Try Again. I Have Tried Restarting My PC But Still The Same Effect Does Anyone Know What Is Going On Please Any Help Would Be Appriciated.

will also not let me access user accounts, security center or let me right click on my computer to disable system restore so i can run smitfraud in safe mode.

Try starting your system in safe mode (press F8 while your system is starting up), and then run your anti virus and anti spyware, and try installing and running Ccleaner.
