3.11 was dectypted the day after it was released. You need a decrypted file to emulate 3.11 with devhook, and no it doesn't mean a downgrader is just round the corner before you ask.

wat does decrypt of firmware 3.11 means? if i have a PSP FIRMWARE 3.11 , can i decrypt it and i can play my downloaded games?
