What I'm looking for is software that will allow you to take a DVD, extract the files to your hard drive and then remove sceens and put it back together.

Example, I enjoy the movie 1941 but when it was released on DVD they added in a lot of footage that I don't care for and I'd like to remove it so I can have the movie I saw in the theater when it was first released back in the 70's. is this possible?

Nerovision, part of the Nero suite of programs.

http://www.nero.com/nero7/enu/Downloads.html

Nero is fully functional in trial mode.

TMPGEnc DVD Author

Version 1.6 is fully functional:

These will only work for editing the main title. You'll lose any menus, etc., unless you want to learn to use PGCEdit or DVD Lab to put everything back together again.

There's also commercial programs like DVD Remake:
