I am looking to buy a psp and just wanted to know if there are any suggestions of what i shold look for since i plan on modding it. For example are there any that have a firmware that do not allow you to downgrade then upgrade it. Or are they all downgradeable to upgrade it. thanks for any advise. Once i get it i will be asking a ton more questions...

you need firmware 1.5 to be able to upgrage to custom firmware so get a 1.5 if you can but you can downgrade to 1.5 from any other version except 3.11. i think thats the only version you cant downgrade.

do a search on google for pap box firmware code letter. one of the results will well you how to find out. each box has a letter on telling you which fm it is.
