ok i looked at sytem info and it say 3.03 now can i goto 3.03 oe etc i looked today at eb games and the movie store but no luck

Downgrade to 1.5 then upgrade to 3.03 OE-C. Hexitnow's wininstallers are recommended if you are unsure of what you are doing.
