euromax 3 ireland ntl only getting 54 stationn. why.

I live in dublin and i have just bought the euromax 3 but i have been only able to get 54 station. how come i am not getting the other 80 stations. i could get them with the eurmax 2. i have been reseach but i am getting no where. could some please help me. is there an update or what can i do.
