Are All PSPs Really Now Downgradable?

Simple enough. Im thinking of importing a white PSP. With the release of the downgrader that brings down TA-082 for psps that have 3.0+ firmware, is it true that i can downgrade it succesfully?

On a side note, I have the one of the original motherboards. Is it easy to replace an MB? Is It succesful?

you can do Downgrades till 3.03, all above will not work, no matter which MOBO version.
