Where do I get a code to unlock Nokia 3120b Cingular phone?

Please - I need some assistance. I have a Cingular 3120b phone with IMEI: 356244/00/033813/1 or 356244000338131 and need to find out how to get an unlock code so the phone can be used.

I really appreciate any assistace you can give.
