I Just recieved swap magic 3.8 coder version in the amil. still waiting for my ps2 slim to arive, but i noticed alot of black rings on the back of the disk. is this normal or is it suposed to look like the back of any other normal dvd?

It's normal. My SM 3.6 also has those. If you want the technicalities of why there are black rings, I'm sure someone else can give you a more informative explanation about it.
