I just recently heard about a 3.11 decrypter, does that mean a downgrader will be coming soon. What is the difference?

3.11 was decrypted a day after Sony released it, 3.30 has now also been decrypted but its nothing to do with a downgrader. Decrypting means that custom firmware / devhook can emulate that firmware once the authors of these apps get round to recoding them.

To downgrade you would need to find an exploit in the firmware to allow you to execute unregistered code.
