In answer to your question, yes, the OE's let "BACKUPS" be played on PSP, with a special PSP software(correct me if I'm wrong, but I believe you do sill need a homebrew program to make the iso's run).
The people here at Afterdawn DO NOT encourage pirating,for it causes the companies who make these great games to loose money, therefor rendering it impossible for them to make even better games in the future. If you want a game, go buy it.
