Hi ALL! I have a PSP with 2.8 software version, i heard that the best for today is 3.10OE-A software version, so please help, how to update? Thnx!

There is a search bar at the top of the page. Type in 2.8 downgrader or look about 3 threads down the very same question was posted earlier.

I read about downgrader, but it makes from 2.8 to 1.5, but i need 3.10OE-A, :S

dont think anymore than other flashing. i havent done it from 2.8 firmware myself but lots of people have and you dont hear of to many nasty things just make sure you do lots of reading and get it right you will be fine
P.S. there is always a slim chance though but only slim.

All you need to do to get your psp not to break is to read everything carefully and make sure you are doing exactly what the "Readme" is telling you.
