I have been reading on all the forms but cannot seem to get a definiative answer. All I see are issues upgrading from 3.03OEC. Are there any big changes, is this worth it? All, I really care about is being able to play homebrew and PSX. Any thoughts?

Yeah, you can upgrade, and you can also run homebrew and isos :)
