Xbox live PAL Vs NTSC possible?

Hey,
Suppose my friend has a NTSC system and I have a PAL system and we both have Gears of War but his is the NTSC version and I have the PAL version can we play online.

My other question is that if he has a region free game and I have a region free game can we play online?
