I just swapped my official 3.10 psp for my friends 2.60 firmware psp and now I can downgrade and then upgrade to 3.40 OE. But whats devhook and HEN for?

there just loaders to allow you to run iso's n homebrew.
just downgrade to 1.5 then upgrade to oe, eg 3.30oe, and then you wont need devhook or out.

You don't need any of those programs since you are using OE- firmware. That firmware uses 1.50 for it's base (so you can play homebrew and emulators) and emulates newer versions (more features out of your psp), so you get the best of both worlds (OMG i gotta POOP!)
