Is it true that you need to have Windows 98 on your pc in order to flash the xecuter 2.2 pro?

We tried to flash it with Windows XP and it wouldnt recignise that the xbox was there.

Im also not sure if the d0 pin was connected up right could this have been a broblem thanks.
