you can drag the audio file into a program like Audition or SoundForge or some other audio program....go to Effects and select Gain
or in the video editing program like premiere pro...drag the audio effect Gain over "apply' this to the whole clip or series of clips..and adjust the Gain. or in the Master Audio controls...if you see a slider or knob for Gain....Gain=Volume

Really depends on the audio format since some can be changed losslessly where as others you have to re-encode. Best to avoid re-encoding if possible.

Guys, I have installed the Adobe Audition and soundforge but I cannot find the gain or audio option where I can tune it up?

Anyone has any idea any other programs that I can used to edit the video clip and tune up the volume of the clip at the same time?

This is a very easy thing to do, no need for any chuncky softwares.
Go to Windows movie maker.
import your video, make sure you are in timeline mode.
put it all on the timeline
now select all of the audio and right click it
there you will see 'volume' click on that and set it.

Its as simple as that.

I Hope This Helps
