Are emulators legal?

Like, how do we know what is infringing on copyright law?

How are emulators made, are the roms made? Are they actual copies of of the information on the cartridge?

What if you own all the games, is it legal to have emulators of those games?

Emulators are legal, downloading the games via internet is copyright infrigment (illegal).

Downloading games you actualy own is legal,if you dont own them its illegal
