Can't load Persona 3 Fes

I have a backup of Persona 3 Fes that somehow works in PCSX2 (at least it loads) but won't start up on my PS2.

I'm using cogswap.elf with the independance exploit. I've tried Metal Gear Solid 3 and Gran Turismo as TOC discs.

I don't think I've actually been able to run Japanese PS2 games before, unless I used HDloader. I tried patching the same iso with PAL to NTSC patcher and that copy didn't work either. Is there something else you're supposed to do with Japanese PS2 games?
