i searched the forums but i couldn't find anything on it!

its probably not possible as ms could have encrpted something!

but since i payed for some expansion on oblivion i was wondering if i could transfer it to my friend with like the hdd connector! like put it on pc then from there on his hdd!

Nope, unfortunately. They're locked to the console they were downloaded to, from what I understand.

It stops people from buying DLC and then just giving it to all their friends for free.

yeah its locked, the spring update fixed it i think. also to stop people from cheating their gamerscores so high.

i didn't do spring update yet neither did my friend so is it possible? if so any tutorial or what files?

it may have been an older update but you can try it, look through your game saves and copy over any gamesave and then try and load it up and see if it works.
