can anybody tell me how long do i have to wait before downgrader for firmware version 3.11& up came out

It doesn't work that way. They can't date the release of a downgrader. They need to find an exploit for the downgrader to work, so they can't know exactly when they will find an exploit, thus there can't be a release date.
