Okay im confused.. I have 3.03 OE-C right now.. Can't i use my topmenu_plugin.rco, in RCO editor? And is there any program where i can make submenu icons, too?

Download a pre-made 3.03oe-c xmb and THEN use it in rco editor. It doesn't let you use the regular one.
