just got myself a psp, so where can I find the latest firmware and HOW can i download it?

Don't get the latest firmware. Check what firmware your PSP is by going Settings->System Settings->System Information and it will tell you. You can downgrade almost every version except for 3.51. Anything below that can be downgraded. For 2.81+ you will need an unpatched copy of GTA: LCS. And for 3.10+ you will need a copy of Lumines I. It is also optional if you are on 2.81+ just to update to 3.50 and use Lumines. If you have under 2.81, you can use the 2.80 downgrader or the 2.71 downgrader. Search around and figure it out. Once you downgrade you can update to custom firmware and you will have much more fun with your PSP. You can play game back-ups, homebrew, and customize it.
