Try avi2DVD (free) for converting files to DVD format.

Guide

Then you can use Imgburn (free) to create an ISO image file using its build mode feature, you can also use Imgburn to burn the image to disk.

You can also use DVD Flick (link:http://www.majorgeeks.com/DVD_Flick_d5530.html) It convert AVI, WMV, MPG, and others into standard DVD format and into an .iso and it burns it to disc using ImgBurn which is built in. Here's a link to a how-to guide for DVD Flick: http://beginwithsoftware.com/videoguides/dvd-flick-guide.html
VSO's ConvertXtoDVD works well too. It creates a folder with all the .vob files, .bup files, and .ifo files needed for a DVD. You can then burn these files using Nero or your favorite DVD burning software. Here's the link: http://www.videohelp.com/tools/ConvertXtoDVD It will do NTSC/PAL conversions (as does DVDFlick) also. Every so often, I've run into an AVI that's encoded with a codec not recognized by VSO, but DVD Flick has ALWAYS worked perfectly! I've never had a bad burn with DVD Flick. It takes about 90min to 2hrs from AVI file to finished, watchable DVD for your home player.... check 'em out!

Here's a 'clickable' link. For some reason, the link above isn't 'clickable' ;)

Oh yeah.... for best results, burn your movies at 8x or less. I use 4x most of the time. Yeah, it takes longer, but the quality difference is worth it. If you burn too fast, you can get audio/lip sync problems, pixelation, and artifacting, an nobody wants that. So be patient, and be happy!
