Hi.

I have my 1.50 psp and I want to upgrade to 3.40 oe-a when I buy a memory stick and usb cable.

Looking at this guide link

I'm unsure about one thing

Does it mean to have the PSP battery charging while you upgrade?

Yes.

It's not so to chage your psp, but rather to make sure the power to psp remains on. If the psp powers off during a firmware change (upgrade/downgrade), it will brick 100% for CERTAIN.
