I was wondering, has the new 360 elite got better graphics than the normal 360s not just in HD but just in general play on a normal tv.

no, because your normat TV only has so much it is capable of. If you do not have a nice HDTV then your wasting money unless you plan to get one that at least supports 1080i and 1080P
Get the regular system, and spend the extra on games or accessories.
