not without modding your system. And even then some games like Initial D have given some people problems. But a good mod chip will USUALLY play any game, NTSC-U, PAL, or NTSC-J(Japan)
If you only want one game the cheapest method is swap magic. If you are considering making back ups of your games and playing those, or even installing an internal hard drive (fat PS2) then a mod chip is the way to go.
Mod chip will cost you more to get installed, but as far as modding your PS2 goes it is at the top of the food chain because it has features and ease of use that Swap Magic just can not match.
