Whenever I run autopopstation4.bat it continuously runs through the program.

What can i do?

i ran into this problem to when i tried to run it. basically its trying to move files but it cant because it needs permission. all you need to do is manually copy both cygwin1.dll and cygz.dll to the destination C:\Windows\system ,that should solve your problem.
