Alright so I bought some Sony 16x DVD-R, and so far it's not going good. Media ID is 16D1, they've been stuttering in cutscenes and the voices in the scenes are too. I tried burning at slow and maximum speeds, all still the same. The fact is, I had some Memorex 16x DVD-R that I was using that worked beautifully, but everyone said Memorex would mess up the laser. Which should I use?

Have you tried burning them at 4X speed?
Personally i just do not like 16X discs. BUt the Sony really should work. Try 4X and if not that then 8X burning speed.
Also make sure your burner has up to date firmware which will help with media compatibility. Personally i like the Verbatim disc the best as far as what you can find in stores. Since i buy online i always get Taiyo Yuden 8X DVD-R

Yep, tried 4x, 8x, and then 16x. I don't want to update the firmware because in some cases, flashing the drive with new firmware have broken some people's burners, so I don't want to risk that. I'll take the PS2 apart, clean the laser and see how it all works out.
