Is there a way to transfer data from my pc to my psp without a usb cord on a 3.40 oe psp with ta-82 maybe through wifi or something??

Yup, with WIFI
I use PSP-FTP. Get it here.
I think there may be a newer version (3.8) but this one works on my 3.40OE-A
