When I use DVD Shrink and Alcohol 120% to back up my DVD's the copied disks usually start skipping and distorting after about 20-30 minutes of playing. Does anybody know what's wrong? Thanks.
Stuttering, pausing and stopping are typical results of cheap media...use quality media from Verbatim or Taiyo Yuden. Additionally if dealing with high levels of compression you may want to use some of DVD Shrink's quality enhancements and I'd recommend Imgburn for burning.
Some maxells are good,some not so. They are like most brand named media,being that they outsource their media to quite a few different manufacturers:
Ritek/Taiyo Yuden/ Hitachi/ Cmags/and Ricohs have been their manufacturers in the past. The 16x had slews of cmags in them,so a very huge difference if going from +8x Maxell Hitachi and switching to the +16x maxell cmags.
What drive/s shows those issues after 20-30 mins of viewing?
Make sure the drive that burned those backups,can play them,and the quality should look near original when playing back on the pc.
Usually it's on stand alone players. If so,watch one of those backups on your pc,using the same dvd-rw drive to play it. Notice that 20-30 min area for those issues. Should be a perfect picture. If issues show there,then probably it's on your backup disc.
How fast did you burn them?
What's the brand name,model#,and current firmware version?
What's the MID code of those maxells?
Do you multi-task during any of the dvd backup process?
Slapping any sticker labels on them?- The usual culprit!!!!
Also view those backups on other players and see if they show the same issues.

The symptoms you describe are also typical of an incompatiblity of a drive and a disc, a disc that has a paper label on it, or a DVD player with a tracking problem. Maxell made good media. Now the production has moved to Ritek, another good manufacturer.
