This is what I did in XP, although my background was blue originally.

Got to Start/Control Panel
Choose "System" (Performance and Maintenance if in Category View)
Choose "Advanced" tab under system screen
Under "performance" on the advanced tab click "Settings"
On that settings screen scroll down to "use drop shadows for icon labels on the desktop" and tick to enable. Press apply and OK.

Try these go to Display Properties and click on Customize Desktop and Web. Make sure to uncheck the box in the ?Lock desktop items?. (For Vista).

Go to Display Properties, go to arrange icons, make sure to uncheck the box in the ?Lock desktop items?. (For XP).

Just right click anywhere in your desktop & click on Properties then click on the Appearance-Advanced and change the color to dark blue (see the following Pic):

I did not find anything about a bug, but I did find a thread that had one more possibility:
"You might have active desktop (web content on your desktop) enabled. For some reason enabling active desktop content in XP disables drop shadows.

to check, right click on the desktop and select properties. Select the 'Desktop' tab then click 'Customize Desktop'. Now select the 'Web' tab. This shows a list of all web content on your desktop. Uncheck all the boxes on this page. Click 'ok'. That should do it"

Amazing how a little thing like that can have so many procedures involved.
Good to hear it is finally resolved.
