You will have to downgrade to 1.50 (Easy enough with your firmware) and then upgrade to a custom firmware, either 3.40 OE-A or 3.52 M33-4.
PSP, all the way from 1.00 to 5.50 GEN D2 - DS Lite w/ M3DS Real (M3 Sakura v1.34)
PS3 3.01 - iPod Touch 2G 16GB Jailbroken - Xbox 360 60GB - PC, Q6600, 3GB DDR2, GTX260 (216) 896MB

you need to look on dl.qj.net for the 2.71 downgrader as it does not require any UMD (like GTA or Lumines)
they will also have the 2.71FW update that you need to apply first
1.52>2.0>1.5>3.40 OE-A>3.71 M33-4
3.60>4.01 M33-2

Doesn't matter what country yours is from, nor which update you use.

@rammm
First off lets check to see if you have a TA-82 Motherboard or higher.
To do this open up the UMD bay and check in the Top right corner to see if it is a TA-82 Mobo look at the image below. If there is text there then you have a TA-82 or higher Mobo. If there isn't then you don't have 1 of those.

You will want to update to 3.52 M33 which you can get from HERE
After you upgrade to 3.52 M33 you will want to upgrade again with 3.52 M33 update 4 which you can get HERE
When your done with all updates you then will need to find Emulators and place them in the PSP/GAME150 folder. Then get the ROMS and place them into the ROM folder of the corresponding Emulator.
If you are going to play PSP games you need to place the ISO in the ISO folder.
If your going to play PSX games you need to place them in the GAME folder.

Since your at 1.50 you need to place the "kxploitpatcher" and the kxploitpatcher%" that is in the 150 Only folder in the PSP/GAME folder
Now got to the GAME memorey stick and run KXploit Permanent Patcher

No you just place the PSP ISO into the ISO folder on the memory stick. You then go to GAME memory stick on the XMB to start the game. The game will be running off the memory card. Keep in mind the ISO files can be big so you should invest in a 4GB pro duo.

The KXploit Permanent Patcher will not change the firmware. Just follow the steps below to finish installing the 3.52 M33 CFW
Download 1.50 and 3.52 official PSP firmware.
3.52 firmware HERE
1.50 firmware HERE
Rename the 3.52 firmware to 352.PBP and rename the 1,50 firmware to 150.PBP and place both of them in the M33 Creator folder.
Now place the M33 creator folder in the PSP/GAME folder on the MS.
Go to Games Memory stick again and run the M33 Creator.
When the creator finishes go back to Game Memory stick again and run the M33 update that was just created.
Now you are at 3.52 M33 firmware.
