I assume your on 3.40 Oe-A
I had the same problem, just upgrade to 3.52 M33, and it should work.
You keep your gamesave too :P
1.50 >3.30 > 3.50 > lumines > 1.50 > 3.40 OE-A > 3.52 M33

At what point in the game does this occur?

Whenever you "recieve" certain status ailments.
So pretty much any point in the game.
Problem is totally removed in 3.52 though.
1.50 >3.30 > 3.50 > lumines > 1.50 > 3.40 OE-A > 3.52 M33

I also would recommend upgrading to 3.52 M33 and then install the popsloader plugin. That way you have your choice of what POPS to use when booting a PSX game.
Example:
FFVII has no issues with 3.52 M33 but has issues with 3.40 OE
Breath of Fire IV has no issues in 3.40 OE but does with 3.52 M33
If you go to 3.52 M33 FFVI works better plus with the popsloader plugin you can play Breath of Fire IV under 3.30 POPS with no issue.

I have a question... Is the US FFVII suposed to have black boarders on the top and bottom? When I boot it up it says Sony Computer Entertainment America, but it game I get "PAL like" boarders. The US Breath of Fire IV I have doesn't have boarders...

After booting up the FFVII game and it starts hit the HOME button.
Then go to settings
Then to Screen Mode
There you will have a choice between Original/Normal/Zoom/Full Screen
Keep in mind that issues could come up playing the game in any other mode then Original.

I know this, but when I have it in normal mode there are small boarders at the top and bottom of the screen. Has it been patched to run in PAL by any chance? Or is this simply the way it is?
