why does my psp not play mp4 video types isnt it supposed to?

Yes, it does, but they have to be encoded especially for the PSP, a certain resolution etc. Try something like PSPvideo9 to convert video files.

okay so PSP Max Media Manager wont work if not were should i get video9? and what are the settings?

Well, Max Media Manager should work (If it has a converter built in).

No idea, you can probably set most to max, and the firmware would be 3.30+.
