Custom Soundtracks?

This may be one of the more out there questions so I'll prefix it with this:

Back in the Dreamcast era there were a handful of programs you could use to pull the background music tracks out of a game, convert music from your own collection, and rebuild the game with a customized soundtrack. It was kind of popular in the fighter community to trade custom versions of MvC2 and SF3:3S.

So now with Guitar Hero 2 having been cracked and custom versions of that easily made, it got me thinking about my old DC SF3 version. I'd love to recreate it for PS2, but are there any ways to do this with Street Fighter: Anniversary Edition? I've found a program or two that will rip the music from the game, but nothing that can convert mp3's and replace them. I know this may be a long shot, but I figured if anyone knew how to do it, I'd find them here on AD.
