Go from 3.03 oe-c to 3.52 M33-4

It doesn't matter if the M33CREATOR folder is in the GAME or GAME150 folder. It will show on the XMB either way.
First format the Memory Stick again.
If you downgraded the PSP to 1.50 firmware make sure you place the kxploitpatcher, kxploitpatcher% and M33CREATOR into the GAME folder. Then run the KXploit Patcher and then the M33CREATOR.
If your still on 3.03 OE-C then format the Memory Stick again and place the M33CREATOR folder into the GAME150 folder.
If it still doesn't show under Game Menu Memory Stick then you might have an issue with the Memory Stick. Go to Game Menu Memory Stick and press triangle then select information. If it says Magicgate Unsupported or Unknown then you have a fake Memory Stick and more then likely this is causing the issue.

LOL I forgot kxploitpatcher and kxploitpatcher% when your on 1.50....
Anyways there are other ways to know if your memory stick is fake...

OK, try downgrading to 1.50, then going up to 3.52 M33 (You'll need to use the kxploit patcher from 1.50).

Loading 3.52 firmware... File 352.PBP couldn't be opened.
Press X to exit.
my firmware is at 3.03 OE-C, I downloaded the 352 update from larrylje's link and renamed it to 352.PBP pleez help

and then when i exit i have a corrupted data file in da game menu memory stick. in usb mode a new folder popped up as M33UPDATE_352 with a file EBOOT.PBP which is probably that corrupted data please advise im confused

The file needs to be extracted. So yes extract it with WinRAR.

What firmware are you updating from, and are you sure you've put the 3.52 official EBOOT in the right place / named it correctly?
