Format the MS via PC. I would do a deep format connect PSP to PC and right click on the PSP MS drive letter and choose format (untick the quick format box).

Now format the MS via your PSP and then try to run the mspformat again.

You don't have any other MS to use?

I did a search on Google for your issue and it has come up for others but there really has been no solution given. Just to try to format the MS is all that was suggested.

When you did a deep format with your PSP did you select FAT32 as file type?

You put the battery in first then when the green light came on you inserted the MS?

Yeah your suposed to place the Battery first then place the MS in. Try it that way and try hitting the brightness button to see if the screen comes up.
