Is most likely a corrupt dash!
Use my clean MS Dash and XboxHDM Hotswap tutorial!

yeah i used all of them and when it was done i repluged everything and resarted the xbox and it showed error 21

Try and try again! With the Error 21, see if you can't get in and get the eeprom...
