You don't need 75%, it won't brick at 74%, the reason for this is they just want to make sure you have enough battery life for the down/upgrade.
On some if you hold down L at the start it will bypass battery check - I've done it with 10% battery life fine, though there was a power cord in at the time, to be safe.
PSP, all the way from 1.00 to 5.50 GEN D2 - DS Lite w/ M3DS Real (M3 Sakura v1.34)
PS3 3.01 - iPod Touch 2G 16GB Jailbroken - Xbox 360 60GB - PC, Q6600, 3GB DDR2, GTX260 (216) 896MB

people i know brick there psp at 73% battery. if you need to brick it then start an upgrade and pull the battery out, or format the PSPs flash memory.

You can brick a PSP by downgrading even while doing everything right, sometimes it just goes wrong...
And you can brick from messing with flash0 without a backup :P

It'll work fine, just if the Battery goes or it looses connection, you'll brick :(

Bricking is fun!!
I like to install firmware for people and then yank the battery out while its writing to flash...The look of terror on their face is priceless when they try to power up the psp and all they get is a blank screen...

No electronics work 100% of the time, ever.
